The COP process follows a "pledge-and-review" system, where countries voluntarily set their own climate targets and are encouraged to raise their ambition over time through transparency and international peer pressure. Althoug as many, we would like a more constraining governance that would guarantee bigger results, we follow in the step of this mindset by leveraging collectivities. On our way, we collect letter of commitments from local entities (town, group of towns, regions) at a certain horizon (2030, 2035...) on aspect of their bike policies such as infrastructure, services. The gathering of these letters, carried physically to the COP by bicycle and officially handed-over is a means to prompt states to do the same in their NDCs.
